Every main section on Newgrounds is called as "portal". So basically it's art portal is a place where you post art. If enough people scouts you and your art has a high score you get scouted which means you will considered as "discovered artist" which will automaticly place your art to discovered artist section of art portal instead of undiscovered artist.
